Well, I just had to google that.
Seems that law has been changed. Was still worth checking out.

Until 1976, all hackney carriages (ie black cabs) were required to carry ‘a bale of hay and a sack of oats’ for the horse, even though the nags were long gone. There’s more: by law, councils had to supply ‘a water trough at all hackney taxi ranks’. In case Hackneyites needed to bathe a pug or give their moustache a rinse.

I listened to IDS yesterday and what a load of common sense he came out with that I fully agree with. Why won't the rest listen.

They are messing us about, keep demanding and we keep giving. They are on a roll and they know it.

As IDS said, lets just walk away and as sure as eggs are eggs they'll come back because they need us to buy their cars, as one example.
