The IRA had a number of sleeper cells who were living and working in London for years completely under the radar before they were activated and went on to plant bombs and create other outrages. These cells were able to escape detection by MI5/6 and operate pretty much as they pleased.

Similar AQ cells are probably already here and will be under the radar. They will not be attending Mosque or other religious fringe meetings where they are usually picked up by 5 or 6 radar.
