it comes down to perpetual motion and every body knows that cant be done first law of physics you cant get something for nothing. ;) :x

Parking facing into a steady head wind might recharge the batteries; otherwise it's a net loss.

Transforming wind energy to electricity / electricity to mechanical energy each suffer losses due to inefficiency.

mm Ecco wind powered cars, ok down wind with a full jenny and spinnaker goose winged running, but close hauled with spitfire Jib is hard work, if close to the wind and short tacs due to road width, and then becalmed in fog, is not nice. :( ;)
