Labour's favourite think-tank, under the guidance of William Straw, is seriously advocating a policy of total monitoring and control of all private vehicle use. It is also suggesting a road charging scheme that amounts to punitive taxation of anybody whose income exceeds a government imposed threshold.

My second post on this thread was intended to point out just how close we already are to having private vehicles that are equipped to monitor our every movement without our knowledge. The technology is already being installed in some of our vehicles, and possibly only requires very minor changes to activate a full monitoring system of our vehicle usage.
ANPR cameras and traffic sensors are monitoring motorways and major roads now. ANPR cameras linked to the DVLA are automatically issuing fines for breach of speed limits, parking, box junction rules, etc. across the UK now. The London Congestion Charge system has been automatically charging motorists for about a dozen years. These vehicle tracking and charging systems are virtually automatic. In line with European law, we have arrived at the point where we are automatically considered guilty of an 'offence' on the decision of sensor-based computer systems – “innocent until proven guilty” has been reversed.
SOT may be right when he states that GCHQ only has about 7000 employees. But to suggest that a staffing level of about 7000 is too small a number to monitor the population is to misunderstand how the system operates. Sensor-gathered data of our movements is analysed by powerful computer systems, and when a predefined pattern emerges then the analysis is handed over to human agents for more personal attention of our movements and actions. Plus the fact that government does not truly care how much it costs to monitor and control us – the aim is to control us at all costs - the vast sums of money that successive UK governments willingly hand over to the EU evidences that cost is no barrier to government - after all, government costs means higher taxes, which equals tighter control of our shrinking freedoms.
In the DM article, Labour (William Straw) has been identified as the party having the desire to track, charge, and control our use of private transport. But most of us are now aware that apart from some trivial window dressing, there are no differences between the policies of Labour, Conservative, or Lib Dem parties; all three are totally dedicated and committed to burying the UK in the undemocratic EU against the wishes of the British people. All three LibLabCon parties are acting treasonably and deceitfully against us. If Labour deploy an income-based road charging scheme, the Conservatives and the Lib Dems will do nothing to prevent or reverse the nightmare.
The road charging scheme being suggested by William Straw and Labour's favourite think represents only one part of the automatic system to control us. Smart meters in our homes, the “internet of things”, the ever-wider application of biometrics, computerised medical records, purchasing habits; when linked together with a vehicle tracking system provides government with a powerful system to automatically control us.
