Yes it is.

This computer services industry is what I'm in and to the scale of this Ratheon mob. I regularly see bad contracts drawn up where liability is all over the place. In this case this US firm is being paid for a failed system. Why ? Presumably because the Ratheon legal team were better than ours.

The firm I work for does get some good contracts and if they start to fail we make sure they work by putting extra specialist staff in at our cost, and to the annoyance of senior staff who's bonuses are hit. We don't walk away, nor do we promise we can do something when we can't.

I have seen us lose contracts to other large IT suppliers who basically 'lie' to get the work spouting they will do things they don't do. many many times we see our ex-clients coming back because the cheapest tender just delivered the cheapest result.

The statement about patient records in one system won't work. Yes it will, if it's specced and built properly, and the full cost of the build is specified up front so there are no hidden surprises.

We lose a lot of work because we tell it as it is.

The official population of the UK is 63.18 Million persons.. This is taken from census records held every 10 years and extrapolating.

Tesco/Morrisons often do supply chain shaping exercises to ensure they carry sufficient stock on the shelves and to be able to manage their supply chains.

In 2007 Tesco estimated UKPOP at least 77 Million. I have seen another link (which I cannot find now and is more recent) where Morrisons place the figure nearer 82 Million.

Yep, these days it's all about 'big data' and 63.18 million records is tiny compared to some databases I've seen.

I find it difficult to believe that all shades of government, including the Civil Service, consistently fail to oversee the successful implementation of a computer system. Surely, there is a limit to the degree of incompetence in official circles? I would expect that by the law of averages that something would accidentally go right on a few occasions. But this routine failure to implement a successful computer system is now suggesting that failure is the intended outcome.
