I don't think that the compensation incentive was there years ago in the way it seems to be now and so people would have only voiced a complaint if they felt wronged.
The situation I mentioned above in my last post was not heard about by the police, as far as I know, but an enormously influential person was told instead, and knew the person complained about. So, there could be many other cases which didn't reach the attention of the police but really should have been investigated.
I don't think that this can be regarded as gossip if I add that I know there is written evidence in existence which shows the date a letter was written and to whom. This is a true fact which has not been disclosed in public before now.
My point of speaking about it is to show that people can have been made to feel ashamed to have spoken to someone in authority about their experience and thus made them feel that they should maintain a silence. This shows that things can be hushed up before reaching the police.
